The Shattered Lands
Sanctuary , City of – The City is located at the center of the world, so far as it is concerned. Sanctuary has a unique location in that it is at the southern tip of the God’s Spine Mountains, a mostly impassable range, placing it as the most viable means of trade between the east and west. The sea routes are frought with peril, and the mountain range is impassible. Sanctuary is a Neutral city, beholden to no empire. Ruled by a Lord who is backed and governed by a mysterious council. The city has been attacked numerous times over its life, even captured by one nation or another over time, but not in recent history. With the sea to the south and the mountains to the north, an approaching army would have to travel through the Great Waste in the east, or through the Black Marsh and pass through Bastion, an ancient keep blocking the only pass through the mountains to the west. It is also said that the city is blessed, or cursed as you would, by the Gods, and no man who has taken it by force has profited by it.
Due in part to it’s neutral standing in politics, it is a haven for dissidents, cut-throats, outlaws, and basically anyone who is not welcome in the other nations. While some may consider this a blight in any other city, Sanctuary welcomes all to it’s city, the diversity makes it stronger, more capable, and these people bring money, goods, skills. But Sanctuary is not without law. The Counsel is comprised of shadowy figures, whose identities are not known, only whispered about, who are said to be the most powerful people in the city, representing all races, creed, and profession and together they work to keep the city running, enough order in the streets to keep money changing hands.
